How it works
Four steps, from documents to publication
The process runs once per law and can be repeated whenever the text changes during its parliamentary passage.
1 · Load the documents
The contributions from the participatory process (PDFs, spreadsheets or a summary table) and the resulting legal text.
2 · Structure the law
The text is split along its legal hierarchy — titles, chapters, articles, final provisions — and each piece gets a plain-language version.
3 · Detect and verify links
Semantic search narrows down candidate provisions, and AI verification returns a degree, an explanation and the passage it points to.
4 · Review and publish
The responsible team validates the results and publishes the enriched reading of the law, open to anyone.

What it does
A legal text that shows where it came from
Today nobody can tell which contributions from a participatory process made it into the law. Vinculante.ai makes that relationship explicit, provision by provision.
Article-by-article linking
Every provision shows the contributions behind it, and every contribution shows where it landed. Navigation works in both directions.
Degree of incorporation
Not everything is adopted equally. The system tells substantial adoption apart from partial uptake, so the result is not inflated.
Reasoning and exact wording
Each link comes with a written justification and the specific passage of the legal text it refers to. No opaque scores.
Legal language and plain language
The system generates a plain-language version of every provision. That is what makes a citizen proposal comparable to a legal text.
And what was left out
Contributions with no reflection in the law are shown too, grouped by topic. Accountability includes what did not make it.
Human review before publishing
No link is published until the responsible team confirms, corrects or discards it. The tool assists; it does not decide.
